Lindsey Graham, the compressed scramble to fill his Senate seat entered its decisive phase: South Carolina's filing deadline for the Republican special primary closed at noon, with at least 10 candidates officially on the ballot for the Aug. 11 contest.
The juxtaposition was stark. President Trump, Israeli Prime Minister Benjamin Netanyahu, and Ukrainian President Volodymyr Zelenskyy were among the mourners at Washington National Cathedral for Graham's funeral service Tuesday afternoon — a remarkable gathering that reflected the senator's outsized role in U.S. foreign policy. Across town, and back home in South Carolina, the race to succeed the four-term senator was already locked in.

The Field
Graham died July 11 from an aortic dissection, at 71, shortly after returning from a trip to Ukraine where he had been working on Russia sanctions legislation and meeting with Zelenskyy. Gov. Henry McMaster appointed Darline Graham to serve out the remainder of her brother's term through January, according to AP.
That appointment — combined with President Trump's subsequent endorsement — became the primary's organizing logic. Darline Graham spent years appearing in her brother's campaign ads and by his side at rallies, making her a recognizable figure to the state's Republican primary electorate even as she has no independent political record, according to AP.
But the 10-candidate field virtually guarantees a runoff. South Carolina's primary rules require a majority for a candidate to avoid a second round. With multiple candidates splitting votes in the non-Darline lane, clearing 50 percent on Aug. 11 is a steep threshold. A runoff on Aug. 25 is considered near-certain by most political observers.
Norman and Fry together account for about 24¢ of the market, suggesting bettors see some residual possibility that the anti-endorsement lane consolidates enough to force a competitive runoff. A debate is scheduled for Aug. 3 — eight days before the primary — the first test of whether Darline Graham can hold the frontrunner position on a debate stage.
The Seat's Global Moment
No Democrat has won a statewide-elected office in South Carolina in more than two decades, according to AP. The general election is unlikely to be competitive — the Republican nominee will almost certainly hold the seat. That's why all the meaningful market pricing is in the primary, not the general.
What made Tuesday's proceedings extraordinary was the funeral itself, and the global leaders it drew. Graham was one of the Senate's most prominent voices on foreign policy — a decades-long hawk on Ukraine and a consistent defender of the U.S.-Israel relationship. Zelenskyy flew in specifically to attend, and also met privately with Trump at the White House to continue discussions on the Russia sanctions bill Graham had been drafting at the time of his death. Netanyahu met with Trump earlier in the day.
In a signal of Graham's legacy, the Air Force announced Tuesday that Joint Base Charleston in South Carolina will be renamed Joint Base Lindsey Graham, per USA Today.
A second day of memorial services is scheduled for Wednesday in Columbia and Pickens County, South Carolina, where Graham will be buried. The Republican primary follows on Aug. 11. If no candidate wins a majority, a runoff on Aug. 25 will decide the nominee.
